Rooftop solar for West Bengal homes — monsoon, humidity, bill first

Independent advice for domestic WBSEDCL connections across Kolkata metro, Howrah, Siliguri, and district towns. Bay-of-Bengal weather cuts annual yield versus dry inland states — your slab bill still decides payback after central CFA.

Fast triage: PM Surya Ghar is now open to WBSEDCL homes as well as CESC, and West Bengal adds ₹5,000–₹15,000 on top of central CFA (about ₹93,000 for 3 kW). What changed in 2026 · free bill check.

West Bengal’s monsoon and high humidity mean lower annual kWh per kW installed than Gujarat or Rajasthan brochure numbers suggest. The decision hinge is whether your WBSEDCL bill recovers net cost after PM Surya Ghar CFA — not whether a vendor’s pan-India average slide looks good. West Bengal is not a one-DISCOM state — check your bill header first

This is the detail that trips up more West Bengal applicants than anything else, and it is worth settling before you read a single quotation. Unlike most states, West Bengal does not have a single distribution utility. Which licensee serves you determines the process you follow, the portal you deal with, and the tariff order your net metering settles under.

WBSEDCL — West Bengal State Electricity Distribution Company — covers the greater part of the state by area and by number of domestic consumers, including most districts and mofussil towns outside the Kolkata licensed area.

CESC is a private licensee distributing within the Kolkata licensed area. If you live in Kolkata proper, your bill very likely says CESC rather than WBSEDCL, and applying as though you were a WBSEDCL consumer will stall your application. This distinction is the most common source of confusion on this page's subject.

Parts of the industrial belt are served by other licensees again — the Durgapur and Asansol areas have their own arrangements. So do not infer your utility from your district; read the name printed at the top of your own bill, and select that licensee on pmsuryaghar.gov.in. Then follow the feasibility, net-meter installation and commissioning steps published by that specific licensee, since timelines and documentation differ between them.

Load enhancement may apply if applied PV capacity exceeds sanctioned load — factor any published charges into net economics. The sanctioned load figure is printed on your bill alongside the licensee name.

PM Surya Ghar CFA

Central residential CFA is commonly ₹30,000 / ₹60,000 / up to ₹78,000 for eligible 1–3 kW+ systems after commissioning. Full walkthrough: PM Surya Ghar guide.

What changed in 2026: until 2026 only CESC consumers could claim PM Surya Ghar; WBSEDCL homes were routed to the state’s own Aloshree scheme instead. PM Surya Ghar was opened to WBSEDCL consumers in 2026 and formally launched by the state on 22 July 2026, with a West Bengal top-up of ₹5,000 (1 kW), ₹10,000 (2 kW) or ₹15,000 (3 kW) — about ₹35,000 / ₹70,000 / ₹93,000 in total — and an extra ₹15,000 for SC/ST households. Aloshree has stopped taking new applications. Confirm the top-up is shown against your application before you count it in payback. Amount table: solar subsidy in West Bengal. Monsoon and humidity — plan honestly

June–September cloud cover and pre-monsoon thunderstorms reduce daily generation across the state. Persistent humidity accelerates corrosion on mounting hardware and demands sensible inverter placement — not a rooftop edge exposed to driving rain. Northern Bengal (Siliguri, Jalpaiguri) sees different rainfall patterns than Kolkata — still size from annual bill units, not a pan-India “5 kWh/kW/day” marketing slide.

Net metering

Grid-tied rooftop solar needs a bi-directional net meter from WBSEDCL. Settlement rules follow the WBERC tariff order in force at commissioning. The January 2022 – July 2025 limit of traditional net metering to systems up to 5 kW no longer applies. National explainer: net metering in India.

Where to go next, by where you live

This page is a router. The decision is always local — your licensee, your roof, your bill — so use it to reach the right detail rather than treating state-level generalities as your answer.

Kolkata and the metro. Start with the Kolkata rooftop solar guide, which covers the CESC licensed area, north Kolkata shade pockets, south Kolkata bungalow roofs and society NOC timelines. Almost every Kolkata-specific question is answered better there than here.

Districts and towns on WBSEDCL. The state process above applies, and the sizing and payback method is national — work through costs, savings and payback and 3 kW vs 5 kW with your own bill units.

Northern Bengal. Siliguri, Jalpaiguri and the sub-Himalayan belt see a different rainfall and irradiance pattern from the Gangetic delta, and the foothill shading problem is closer to that described in the Dehradun guide than to Kolkata's.

Comparable high-rainfall context. If you want to see how a similar climate is handled elsewhere in the east, Bhubaneswar and Guwahati cover coastal and high-humidity hardware considerations respectively.

What the delta climate does to your numbers

Two West Bengal-specific effects deserve to be quantified honestly rather than waved at, because both are routinely omitted from vendor projections built on national averages.

The monsoon is a months-long reduction, not a rainy patch. From June to September, cloud cover suppresses daily generation across the state. A system that averages well annually can still deliver a weak stretch of several weeks, and if you are financing the plant the instalment does not pause for it. Judge affordability against your weakest expected month, and treat any "units per kW per day" figure as an annual average rather than something you will see in July.

Humidity is a durability cost, not a generation cost. Persistent moisture attacks mounting hardware, fasteners and cable entries rather than the panels. It is the reason to insist on a galvanised or aluminium structure with stainless fasteners, a sheltered and ventilated inverter position out of driving rain, and properly sealed cable entries. Specify these in the quotation; they are inexpensive at installation and costly to remedy in year four.

There is a modest compensation: frequent rain washes the glass, so soiling losses here are milder than in dry, dusty states, and you will not need the cleaning regime a Rajasthan or Chhattisgarh installation requires.

Sizing honesty

Many mid-to-high bill West Bengal homes land near 3 kW to capture the full central CFA ceiling. Going to 5 kW adds capacity with no extra central CFA — see 3 kW vs 5 kW and ₹3,000/month bill guide.

Common questions

Which DISCOM should I select for PM Surya Ghar in West Bengal?

Whichever licensee is printed at the top of your own bill, because West Bengal is not a single-DISCOM state. WBSEDCL covers the greater part of the state including most districts and mofussil towns, while CESC distributes within the Kolkata licensed area, and parts of the Durgapur and Asansol industrial belt have their own arrangements. Do not infer your utility from your district.

Is Kolkata served by WBSEDCL or CESC?

Kolkata proper falls in the CESC licensed area, so a Kolkata bill very likely says CESC rather than WBSEDCL. Applying as though you were a WBSEDCL consumer will stall your application. This is the most common source of confusion for West Bengal rooftop solar applicants, so confirm the licensee name on your bill before starting.

How much does West Bengal's monsoon reduce rooftop solar output?

Enough that it should change how you plan rather than whether you proceed. From June to September cloud cover suppresses daily generation across the state, so a system that averages well annually can still deliver a weak stretch of several weeks. Treat any units-per-kW-per-day figure as an annual average, and if you are financing the plant, judge affordability against your weakest expected month since the instalment does not pause.

Does West Bengal's humidity damage rooftop solar equipment?

It attacks mounting hardware, fasteners and cable entries rather than the panels themselves. Specify a galvanised or aluminium structure with stainless fasteners, a sheltered and ventilated inverter position out of driving rain, and properly sealed cable entries. These are inexpensive at installation and costly to remedy later. The compensation is that frequent rain washes the glass, so soiling losses are milder than in dry, dusty states.

Does West Bengal add a state subsidy on top of PM Surya Ghar?

Yes, from 2026. West Bengal announced a top-up on 22 July 2026 of ₹5,000 for 1 kW, ₹10,000 for 2 kW and ₹15,000 for 3 kW, on top of central support of ₹30,000, ₹60,000 or ₹78,000 — about ₹35,000, ₹70,000 or ₹93,000 in total — plus an extra ₹15,000 for SC/ST households. The earlier state Aloshree scheme no longer takes new applications. Confirm the top-up is shown against your application before counting it in payback.
