ALMM & DCR solar panels — why the wrong module kills your PM Surya Ghar subsidy

Panels that work perfectly can still fail subsidy audit if they are not on MNRE’s approved list or do not meet domestic content rules for your application date. Here is how to verify before money leaves your account.

The rule in one line

No eligible ALMM / DCR modules → no central CFA

PM Surya Ghar pays CFA after commissioning verification. Inspectors and portal checks match serial numbers to MNRE lists. A ₹78,000 rejection hurts more than paying slightly more for compliant gear upfront.

DCRDomestic Content Requirement — made-in-India cells/modules for scheme benefitsConfirm DCR status required on your application date; non-DCR imports may be fine for generation but not for CFA

ALMM — what homeowners should verify

MNRE publishes the Approved List of Models and Manufacturers on the MNRE website. Only listed manufacturer + model + wattage band combinations count. “Same brand” is not enough — model numbers change every year.

Before you sign:

At delivery: photograph serial numbers on each panel; match to invoice and portal upload. Relabeling fraud exists — if the sticker brand does not match the datasheet you approved, stop install and escalate.

DCR — domestic content in plain English

India’s solar policy periodically requires a minimum share of Indian-manufactured cells and/or modules for projects claiming certain public benefits. For residential PM Surya Ghar, MNRE notifications define whether DCR modules are mandatory for CFA on a given date.

Practical distinction for buyers:

When vendors say “Tier-1 Chinese panel with subsidy,” ask which ALMM entry and which DCR certificate. Tier-1 is a finance-industry label, not an MNRE subsidy pass.

How non-compliant panels kill subsidy — real failure modes

  1. Cheaper grey-market modules not on ALMM — common on aggressive ₹40k/kW quotes.
  2. Model substitution at install — listed model quoted, unlisted model delivered.
  3. Non-DCR imports during a DCR-required window.
  4. Non-empanelled installer — even perfect panels fail if vendor is not on portal list.
  5. Used / refurbished panels — no ALMM trail, no warranty, portal rejection.

Outcome: plant commissioned, net meter live, but CFA application marked ineligible. Homeowner still owes the vendor the “after subsidy” price they were quoted — unless contract explicitly shifts ALMM risk to vendor (rare; push for it).

Inverter and BOS — don’t ignore the rest

ALMM applies primarily to modules. Inverters must meet MNRE / BIS requirements and are specified separately on portal forms. Cheap clone inverters cause inspection failures and fire risk. Ask for inverter model, warranty, and whether it is on the portal’s accepted list for your DISCOM.

How to check the live ALMM list (without trusting a flyer)

  1. Open the current ALMM publication on the MNRE site (PDF or search tool — UI changes)
  2. Search manufacturer name, then the exact model string from your quote
  3. Confirm the wattage band covers the modules you will receive
  4. Save a dated screenshot of the match with your application ID — useful if a vendor substitutes later
  5. Refuse “close enough” models; portal commissioning compares nameplates to declared models

If the quote only says “ALMM Tier-1” with no model number, it is not ready to sign. Cross-check also lives in our application mistakes and empanelled vendor guides.

Questions to ask any vendor (copy-paste)

If answers are vague, treat the quote as non-subsidy pricing and compare payback honestly — see 3 kW vs 5 kW and PM Surya Ghar CFA bands.

Subsidy math reminder

Central CFA caps at ₹78,000 for eligible individual 3 kW+ systems. Saving ₹15,000 on non-ALMM panels to lose ₹78,000 CFA is poor arithmetic. Run your bill first: free home check.

Common questions

What is ALMM for rooftop solar?

ALMM (Approved List of Models and Manufacturers) is MNRE's list of solar module makers and models eligible for government schemes. PM Surya Ghar central CFA generally requires ALMM-listed panels installed through an empanelled vendor.

What happens if my panels are not on the ALMM list?

You typically lose central CFA — the full subsidy amount is rejected at portal verification or inspection even if the plant works fine. You still pay the vendor the quoted balance; there is no retroactive fix by swapping labels.

What is DCR for solar panels in India?

DCR (Domestic Content Requirement) means a prescribed share of solar cells and/or modules must be manufactured in India for certain scheme benefits. PM Surya Ghar residential rules have used DCR periods — verify the DCR status required on your application date on pmsuryaghar.gov.in and MNRE notices.

FAQ

ALMM & DCR questions

Can I install now and swap panels later for subsidy?

No practical path. CFA is tied to the commissioned plant as inspected. You would redo install and reapply — paying twice. Verify modules before mounting.

Are “made in India” panels automatically ALMM and DCR?

No. Factory location ≠ list entry. The exact model must appear on ALMM, and DCR documentation must match scheme rules for your date.

Does Sealix sell panels?

We advise on bill fit and compliance framing. We are not a module distributor. Use empanelled vendors and verify lists yourself — do not trust WhatsApp PDFs alone.
