Odisha rooftop solar (2026): ₹1.38 lakh subsidy, which TP DISCOM, ULA or your own plant

Odisha pays one of the largest state top-ups in India on rooftop solar, and its four Tata Power DISCOMs run the country's biggest utility-owned 1 kW programme. Here is what each plant size gets, which company covers your district, and how to choose between the DISCOM's 1 kW offer and buying your own plant.

Last reviewed

Fast triage: Select the company on your bill (TPCODL, TPWODL, TPNODL or TPSODL) on pmsuryaghar.gov.in. A 3 kW plant gets ₹78,000 central + ₹60,000 Odisha = ₹1,38,000. Low bill? The DISCOM's 1 kW ULA plant costs a few thousand rupees. Higher bill? Own a 2–3 kW plant. Check your bill first.

Which TP Odisha DISCOM covers your district

DISCOM (HQ)Districts
TPCODL Central (Bhubaneswar)Khordha (Bhubaneswar), Cuttack, Puri, Jagatsinghpur, Kendrapara, Nayagarh, Dhenkanal, Angul
TPNODL Northern (Balasore)Balasore, Bhadrak, Jajpur, Keonjhar, Mayurbhanj
TPSODL Southern (Berhampur)Ganjam, Gajapati, Kandhamal, Boudh, Rayagada, Koraput, Nabarangpur, Malkangiri
TPWODL Western (Burla, Sambalpur)Sambalpur, Bargarh, Jharsuguda, Sundargarh, Bolangir, Kalahandi, Nuapada, Sonepur, Deogarh

All four are joint ventures of Tata Power and the Government of Odisha, formed from the old CESU, NESCO, SOUTHCO and WESCO. Older bills and some portal menus may still show those names. A few border blocks don't follow district lines, so the bill header decides. City detail: Bhubaneswar.

Subsidy: central plus Odisha state

SystemCentral (PM Surya Ghar)Odisha stateTotal
1 kW₹30,000₹25,000₹55,000
2 kW₹60,000₹50,000₹1,10,000
3 kW and above₹78,000₹60,000 (cap)₹1,38,000

The state amount comes from an Odisha government resolution: ₹25,000 for each of the first two kW and ₹10,000 for the third, backdated to PM Surya Ghar's launch on 13 February 2024. It replaced the older Bhubaneswar Green City Mission subsidy. The scheme was planned for 3 lakh homes from 2024-25 to 2026-27, and the 2026-27 state budget set aside ₹495 crore for it. Housing societies and RWAs get a state amount equal to the central one, ₹18,000 per kW, capped at 3 kW per household.

On a typical 3 kW quote of around ₹2 lakh, ₹1.38 lakh back leaves you paying about ₹60,000–70,000 net. That is among the lowest net costs in India. You still pay the full price first, and both amounts arrive after commissioning. Compare states: state top-up subsidies.

The ₹1,875 1 kW plant (ULA) vs your own plant

Under PM Surya Ghar's utility-led aggregation (ULA) model, the DISCOM installs, owns and maintains a 1 kW plant on your roof. The ₹55,000 of central and state subsidy covers most of the cost. The TP Odisha ULA page quotes an upfront payment of ₹1,875, with the solar meter cost payable on EMI. An earlier TPCODL village rollout charged ₹8,764 in total (₹5,000 plus ₹3,764 for the solar meter, net meter free). Odisha leads India in ULA installs: in TPSODL's area alone, 12,743 of 22,242 rooftop homes came through ULA.

A 1 kW plant on a home using 300 units only trims the bill. If your bill is above about ₹1,500 a month, run the numbers for owning before you sign up for ULA. Register for ULA on the TP Odisha ULA portal (choose your DISCOM) or call 1912.

How to apply for your own plant

  1. Keep your latest bill (consumer number, domestic category, sanctioned load), Aadhaar and a bank account, all in the same name.
  2. Register on pmsuryaghar.gov.in: State Odisha, your DISCOM from the table above, consumer number exactly as printed. Enter the proposed kW and upload the bill.
  3. Pick a vendor registered on the national portal for your DISCOM and get an itemised quote with ALMM-listed DCR modules and cyclone-rated mounting. See how to verify a vendor.
  4. The vendor installs and uploads details. The DISCOM inspects, signs the net-metering agreement and fits the bi-directional meter.
  5. Submit bank details and redeem the subsidy on the portal. Track it on our application status page.

Net metering and fees

TPCODL has waived the ₹500 net-metering processing fee and dropped the separate technical feasibility study for systems up to 10 kW. The section manager is now the single contact for site inspection, agreement and net meter. The net meter is supplied by the DISCOM; the solar generation meter is at your cost. The other three DISCOMs run similar processes, so confirm the current fee position with your section office before you pay.

Exports are settled under the OERC tariff order in force when you commission, and an exported unit is worth less than one you use. Coastal Odisha also loses output in the monsoon and in cyclone weeks, so size from 12 months of bills, and insist on wind-rated structures. Our Odisha hub covers cyclone specifications. How fast Odisha is moving

The national portal showed 2,45,617 PM Surya Ghar installations in Odisha from 3,93,605 applications as of 11 October 2026: TPCODL 79,346, TPWODL 65,872, TPNODL 62,934 and TPSODL 37,612. That is up from 1,63,811 on 7 August, when the Centre told Parliament ₹746.67 crore of central subsidy had been released and 37,678 Odisha homes had reported at least one zero bill. TPWODL alone set a record of 8,298 installs in July 2026.

A fast market brings vendors chasing advances. Pay against milestones, and don't accept a price "after subsidy" unless the vendor shows how the ₹1,38,000 reaches your account, because it is paid to you, not to them.

An independent advisory: not a TP Odisha DISCOM, not OREDA and not an installer. We don't file applications or sell panels. We read your bill and tell you whether owning a plant beats the 1 kW ULA offer: free bill check for Odisha homes.

Common questions

How much rooftop solar subsidy does Odisha give in 2026?

Odisha adds a state subsidy of ₹25,000 per kW for the first and second kW and ₹10,000 for the third, on top of the central PM Surya Ghar subsidy. Totals: ₹55,000 for 1 kW, ₹1,10,000 for 2 kW and ₹1,38,000 for 3 kW or more. Housing societies get a state amount equal to the central one, ₹18,000 per kW, capped at 3 kW per household.

Which DISCOM do I select for rooftop solar in Odisha?

The one on your bill. TPCODL covers the central belt (Khordha including Bhubaneswar, Cuttack, Puri, Jagatsinghpur, Kendrapara, Nayagarh, Dhenkanal, Angul); TPNODL the north (Balasore, Bhadrak, Jajpur, Keonjhar, Mayurbhanj); TPSODL the south (Ganjam, Gajapati, Kandhamal, Boudh, Rayagada, Koraput, Nabarangpur, Malkangiri); TPWODL the west (Sambalpur, Bargarh, Jharsuguda, Sundargarh, Bolangir, Kalahandi, Nuapada, Sonepur, Deogarh).

What is the ₹1,875 1 kW solar scheme in Odisha?

It is the utility-led aggregation (ULA) model under PM Surya Ghar. The DISCOM installs, owns and maintains a 1 kW plant on your roof; the central and state subsidy of ₹55,000 covers most of the cost, you pay a small upfront amount (₹1,875 on the TP Odisha ULA page) and the solar meter cost on EMI. It suits low-consumption homes. If you use more than about 200 units a month, a 2 or 3 kW plant you own usually saves more.

Is there a net metering fee with TPCODL?

TPCODL has waived the ₹500 net-metering processing fee and dropped the separate technical feasibility study for systems up to 10 kW, with the section manager as the single point of contact for inspection, agreement and net meter. The solar generation meter is still at the consumer's cost. Confirm the current position with your section office before paying anything.
