Mumbai rooftop solar — match the DISCOM on your bill, then the society NOC

Mumbai’s electricity map is split. Adani Electricity, Tata Power, BEST, and MSEDCL each run their own net-metering path. Central PM Surya Ghar CFA is the same — process and society NOCs are not.

Fast triage: (1) read the DISCOM logo on your latest bill — not the neighbourhood name, (2) if you are in a CHS/apartment, start the society NOC / resolution before you treat a vendor quote as bankable (often 2–6 weeks), (3) ask which meter the plant will feed — common vs your flat. Then run the free Mumbai bill check.

High tariffs and year-round coastal sun make Mumbai interesting for rooftop solar, but flats on shared terraces hit a different bottleneck: society resolution / NOC and the correct utility portal. Sealix starts with your monthly bill so you know whether the money is even worth the paperwork.

PM Surya Ghar subsidy in Mumbai

Residential central CFA follows the national bands — commonly ₹30,000 / ₹60,000 / up to ₹78,000 for eligible 1–3 kW+ systems — claimed via pmsuryaghar.gov.in after DISCOM process and commissioning. Maharashtra does not automatically add a statewide extra CFA on every home; treat any “state bonus” claim as something to verify with MAHAURJA / your DISCOM, not a flyer. Which DISCOM am I on?

Read the logo and consumer number format on your last bill — do not guess from the neighbourhood name alone.

Feasibility queues, deemed-approval rules for smaller plants, and net-meter agencies differ. An installer empanelled for MSEDCL Pune is not automatically the right path for your Adani Mumbai connection.

Society roofs and NOCs — usually the real critical path

If panels sit on a common terrace, most Cooperative Housing Societies need a Managing Committee or General Body resolution plus a written NOC before DISCOM / portal steps complete. Exclusive terrace rights (rare) still need clear ownership documents. Budget weeks for AGM / committee cycles — this often dominates calendar delay more than panel lead time. High-rises may also need structural-load comfort for terrace loading. Guides: society NOC · apartment solar.

Climate and payback honesty

Coastal humidity and monsoon reduce annual yield versus dry inland cities. Salt air raises the bar on structure and component quality (installer responsibility). Payback after CFA still hinges on your bill slab and how much daytime load the plant offsets — which is why we push the free check before site visits. Price bands: 3 kW · 5 kW.

Micro-markets

Island city / South Mumbai: older societies, strict terrace politics, BEST or Tata pockets — match DISCOM on the bill.

Western suburbs (Andheri–Bandra–Borivali belt): dense mid-rise; Adani Electricity common — shade from neighbouring towers is the usual on-site kill.

Navi Mumbai / Thane / MMR hinterland: often MSEDCL — different portal path than city distribution. See also Pune (MSEDCL).

Flats: apartment solar · society NOC · state top-ups (verify MH claims).

The question Mumbai flat owners rarely ask: whose bill goes down?

This is the most consequential misunderstanding in Mumbai rooftop solar, and it is worth being blunt about. If a plant is installed on your society's common terrace, it is usually connected to the society's common meter. That meter runs the lifts, water pumps, corridor and compound lighting, and any shared amenity load.

So the savings land on the society's electricity expense, which reduces your maintenance contribution. Your own flat's bill is unaffected, because your flat is on a separate consumer connection that the plant is not feeding. Households who expected their personal bill to fall are then disappointed by a system that is working exactly as installed.

That is not an argument against society solar. Offsetting common load is often the most practical option in a multi-storey building, and pumps and lifts run during daylight hours, which is precisely when generation is strongest — so the self-consumption match is genuinely good. It just needs to be understood as a reduction in shared costs, not a reduction in your individual bill.

Before a resolution goes to the committee, get clarity on:

An individual flat owner wanting to cut their own bill needs an arrangement tied to their own connection with allotted terrace rights, which is uncommon and needs documentation. Start with apartment rooftop solar and society NOC for solar.

Why Mumbai's tariff structure does the heavy lifting

Mumbai is a good example of why ranking cities by sunshine is misleading. The city loses meaningful generation to a long monsoon and to humid, hazy air for much of the year, so annual output per kilowatt is lower than in a dry inland city.

What compensates is price. Domestic tariffs here rise steeply with consumption, and the upper slabs are among the most expensive in the country. Because a rooftop plant reduces your consumption from the top of the slab structure downward, it displaces your dearest units first. A household with a large bill can therefore see a shorter payback in Mumbai than an equivalent household in a sunnier state with cheap power.

The corollary matters just as much. If your consumption stays in the lower slabs and the bill is modest, the units you avoid are cheap ones, and the same plant struggles to justify itself. This is why we ask for twelve months of bills and look at the slab you actually reach, rather than starting from roof area or a per-watt price.

Height changes the engineering, and the monsoon tests it

An array on an exposed terrace several floors up is a different structural problem from one on a bungalow roof. Rooftop systems fail through uplift — wind gets beneath the panels and levers the assembly upward — and wind exposure increases with height and with open sea frontage.

Ask for the design wind speed the structure is rated to, the number and type of anchor points, and the steel section and grade, in the quotation rather than as a verbal assurance. Under-specified structure is the most common way a bid becomes cheaper without appearing cheaper.

Then ask about water. Every anchor point is a penetration through a roof that has to survive a Mumbai monsoon, and a leak into the top-floor flat is a far more expensive problem than the saving on a cheaper quote. Get the waterproofing method stated in writing, along with who is liable if a leak appears in the first few monsoons. Humid, salt-laden air also attacks mounting steel and fasteners, so galvanising quality and stainless fixings matter more here than inland, and the inverter should sit somewhere dry, shaded and ventilated.

Sanctioned load, and sizing to consumption

Check the sanctioned load printed on your bill before settling on a capacity. Applying for PV capacity above it can require load enhancement, with charges and processing time that sit outside the installer's quoted scope — an avoidable surprise.

Because usable terrace area in Mumbai is often limited and export is settled under the applicable rules at less than retail value, size to consumption rather than to available space. Most mid-bill homes land at 3 kW where space allows, since central assistance stops rising above that point. See 3 kW vs 5 kW and net metering in India.

Common questions

If solar is installed on my society terrace, does my flat's bill go down?

Usually not directly. A plant on a common terrace is normally connected to the society's common meter, so it offsets lifts, pumps, corridor lighting and other shared load. That reduces your maintenance contribution rather than your individual electricity bill. Reducing an individual flat's bill requires a different arrangement, and it is the single most common misunderstanding in Mumbai buildings.

Is rooftop solar worth it in Mumbai despite the monsoon?

For households with large bills, often yes. Mumbai loses generation to a long monsoon and humid, hazy air, but domestic tariffs at higher consumption slabs are among the steepest in India. Since solar removes your most expensive units first, the value of each avoided unit can more than offset the lower annual output.

How do I know which Mumbai electricity company I am on?

Read the logo and consumer number on your latest bill rather than guessing from the locality. Adani Electricity, Tata Power and BEST all supply different parts of the city, while MSEDCL covers much of the wider metropolitan region. Feasibility handling, empanelled vendors and net-metering steps differ between them.

What extra engineering does a high-rise rooftop solar system need in Mumbai?

Wind loading and waterproofing both become more demanding with height. Arrays fail through uplift rather than weight, so the structure's design wind speed and anchoring matter more on an exposed terrace many floors up. Every anchor also penetrates a roof that must survive a Mumbai monsoon, so how those penetrations are sealed and who is liable for a leak should be written into the contract.
