UPPCL rooftop solar (2026): which DISCOM, what subsidy, what fees

UP homes apply for PM Surya Ghar through one of five UPPCL licensees, and UP is one of the few states that adds its own cash on top of the central subsidy. Here is how to pick the right company, what a 1, 2 and 3 kW plant gets, which fees the regulator waived (and which it kept), and how surplus units are paid.

Last reviewed

Fast triage: Select the company printed on your bill (MVVNL, PVVNL, DVVNL, PuVVNL or KESCo), not "UPPCL". A 3 kW plant gets ₹78,000 central + ₹30,000 UP state = ₹1,08,000. Up to 10 kW is deemed technically feasible. Unused surplus is paid at only ₹2 a unit once a year, so size to your bill. Check your bill first.

Which UPPCL company supplies your home

UPPCL is the holding company. On the PM Surya Ghar portal you pick the distribution company that actually bills you:

Company (HQ)Districts
MVVNL Madhyanchal (Lucknow)Lucknow, Amethi, Barabanki, Rae Bareli, Unnao, Sitapur, Hardoi, Lakhimpur Kheri, Bareilly, Budaun, Pilibhit, Shahjahanpur, Bahraich, Shrawasti, Balrampur, Gonda, Ayodhya, Sultanpur, Ambedkar Nagar
PVVNL Paschimanchal (Meerut)Meerut, Baghpat, Ghaziabad, Gautam Buddh Nagar (Noida), Bulandshahr, Muzaffarnagar, Saharanpur, Bijnor, Moradabad, Amroha, Rampur, and the districts carved out of these
DVVNL Dakshinanchal (Agra)Agra, Firozabad, Mainpuri, Mathura, Aligarh, Hathras, Kasganj, Etah, Etawah, Auraiya, Kannauj, Farrukhabad, Kanpur Dehat and Kanpur outside the KESCo area, Jhansi, Jalaun, Lalitpur, Banda, Chitrakoot, Hamirpur, Mahoba
PuVVNL Purvanchal (Varanasi)Varanasi, Chandauli, Ghazipur, Jaunpur, Bhadohi, Mirzapur, Sonbhadra, Mau, Azamgarh, Ballia, Deoria, Kushinagar, Gorakhpur, Maharajganj, Sant Kabir Nagar, Basti, Siddharthnagar, Prayagraj, Pratapgarh, Fatehpur, Kaushambi
KESCo (Kanpur)Kanpur city licence area

Two common slips: Prayagraj is PuVVNL, not the Lucknow company, and Kanpur city (KESCo) is a different licensee from Kanpur Dehat (DVVNL). In Greater Noida, some homes are supplied by NPCL (Noida Power Company), a private licensee outside UPPCL. City detail: Lucknow · Noida.

Subsidy: central plus UP state

SystemCentral (PM Surya Ghar)UP state (UPNEDA)Total
1 kW₹30,000₹15,000₹45,000
2 kW₹60,000₹30,000₹90,000
3 kW and above₹78,000₹30,000 (cap)₹1,08,000

The state amount is ₹15,000 per kW for the first 2 kW and stops at ₹30,000 per home. Nothing extra is added beyond 3 kW, so a 5 kW plant gets the same ₹1,08,000 as a 3 kW one. Both payments come after commissioning: SECI releases the central amount by DBT, then UPNEDA releases the state amount once your central claim appears on the national portal. You fund the full price first, or take a rooftop solar loan.

Some installer blogs say urban UP homes get only the central subsidy. That is out of date: by October 2026 UP had paid more than ₹2,000 crore in state subsidy alongside ₹5,722 crore central. Confirm both lines appear on your application, and compare other states on our state top-up page.

How to apply

  1. Keep your latest bill (account number, LMV-1 domestic category, sanctioned load), Aadhaar and a bank account, all in the same name. A name mismatch is the most common reason a DBT payment bounces.
  2. Register on pmsuryaghar.gov.in: State Uttar Pradesh, your company from the table above, account number exactly as printed. Then choose circle and division, enter the proposed kW and upload the bill.
  3. The DISCOM gives technical feasibility. Under UPERC's 2024 amendment, a complete application up to 10 kW is deemed feasible without a study, and larger ones must be decided within 15 days or are treated as feasible. Any load increase is to be handled by the DISCOM.
  4. Pick an empanelled vendor (UPNEDA has more than 8,000) and get an itemised quote that shows ALMM-listed DCR modules, which the subsidy requires.
  5. The vendor installs and uploads the details. The DISCOM inspects and fits the bi-directional meter.
  6. Submit bank details and redeem the subsidy on the portal. Track the stages on our application status page.

Fees: what UPERC waived and what it kept

On a petition from UPNEDA, UPERC amended its rooftop solar regulations for consumers up to 10 kW:

So a small deposit line on a quote is normal; a large "DISCOM fee" is not. Ask for receipts in your name.

Net metering: why ₹2 a unit matters

Domestic (LMV-1) homes are on net metering through one bi-directional meter. If you export more than you import in a month, the extra carries forward as a credit. The settlement year runs 1 April to 31 March, and credits still unused on 31 March are paid at ₹2 per unit.

A unit you use yourself saves your full tariff; a unit left over at year end earns ₹2. Winter haze and fog in the Indo-Gangetic plain also cut December and January output, so summer surplus usually gets used up later in the year. Size from 12 months of bills and be wary of oversizing pitches. Sizing help: 3 kW vs 5 kW · generation per kW.

UP is now the fastest state

By 5 October 2026 UP reported more than 8.76 lakh rooftop plants under PM Surya Ghar (about 2,942 MW), overtaking Gujarat in cumulative installs. In September 2026 alone it installed 74,796, the most of any state. Lucknow ranks first among districts nationally and Varanasi tenth. UPNEDA runs a monitoring portal (pmsgy.upneda.co.in) that tracks application, approval, installation and payment, and its Seva Parv camps run until 17 October 2026 for questions in person.

A busy market also means more vendors chasing advances. Pay against milestones, and don't accept a price quoted "after subsidy" unless the vendor shows exactly how the ₹1,08,000 reaches your account, because it always goes to you, not to them.

Is it worth it on a UP bill?

Solar only saves the units you pay for. With ₹1,08,000 off a 3 kW plant, UP has some of the best economics in India for homes that use 250 units or more a month. Homes using under about 150 units rarely recover the remaining cost quickly. Prices: 2 kW · 3 kW.

Common questions

Which DISCOM do I select for rooftop solar in Uttar Pradesh?

The one printed on your bill. UPPCL supplies through four regional companies plus Kanpur's KESCo: MVVNL (Lucknow, Bareilly, Ayodhya, Gonda belts), PVVNL (Meerut, Ghaziabad, Noida, Saharanpur, Moradabad), DVVNL (Agra, Aligarh, Mathura, Jhansi, Kanpur Dehat), PuVVNL (Varanasi, Prayagraj, Gorakhpur, Azamgarh, Mirzapur) and KESCo (Kanpur city). Parts of Greater Noida are supplied by the private NPCL. Selecting the wrong company leaves the application unprocessed.

How much solar subsidy does a UP home get in 2026?

Central PM Surya Ghar subsidy of ₹30,000 per kW for the first 2 kW and ₹18,000 for the third kW (₹78,000 maximum), plus a UP state subsidy of ₹15,000 per kW up to 2 kW (₹30,000 maximum) paid by UPNEDA. Totals: ₹45,000 for 1 kW, ₹90,000 for 2 kW and ₹1,08,000 for 3 kW or more.

Which rooftop solar fees has UPERC waived in UP?

For rooftop solar consumers up to 10 kW, UPERC waived the application and registration fee, the net-meter testing fee and the separate interconnection agreement. It did not waive the additional security deposit of ₹400 per kW or the ₹100 processing fee, so those can still appear. Applications up to 10 kW are deemed technically feasible without a feasibility study.

What happens to surplus solar units on a UPPCL net meter?

For domestic (LMV-1) consumers, surplus units carry forward month to month within the settlement year, April to March. Credits still unused on 31 March are paid at ₹2 per unit, far below what you pay per unit, so size the plant to your yearly consumption rather than your roof.
