MSEDCL solar subsidy & rooftop solar 2026 — CFA, RTS, net meter

If you searched “MSEDCL solar subsidy”, start here. Pune, Nagpur, Nashik and most of Maharashtra claim central CFA on the national portal with MSEDCL selected, then finish RTS / net meter on utility time. Mumbai island licences often do not use MSEDCL. Sealix is not MSEDCL.

Fast triage: Bill says MSEDCL? Continue. Adani / Tata / BEST? Use Mumbai DISCOM guide. Amounts + state notes: Maharashtra solar subsidy. Low units (<100/mo)? Ask about SMART scheme. Bill fit: check Pune bill.

Who this page is for

This guide is for domestic consumers whose electricity bill shows Maharashtra State Electricity Distribution Company Limited (MSEDCL) — the majority of towns and cities in the state, including Pune, Nagpur, Aurangabad, Kolhapur, Nashik, and large parts of the Mumbai metropolitan region outside Adani, Tata and BEST licence areas. If your bill header shows Adani Electricity, Tata Power or BEST, use the Mumbai multi-DISCOM guide instead; the central subsidy rules are the same but feasibility and net-meter desks are not.

State context: Maharashtra hub · city pages: Pune · Mumbai metro.

Under 100 units a month? MSEDCL runs the state SMART solar scheme, which adds 35% (BPL), 30% (SC/ST) or 20% (other low-use homes) on top of the central subsidy. A BPL home pays about ₹2,500 for a 1 kW plant. In September 2026, MERC approved MSEDCL installing these plants for 2,11,206 low-income homes under the utility-led route, so ask your sub-division whether your connection is on the list before paying a vendor full price.

Two portals, one journey

PM Surya Ghar registration, vendor selection, document upload and subsidy tracking happen on the national portal — explained in our PM Surya Ghar guide. Feasibility approval, inspection, net-meter installation and commissioning sit with MSEDCL's rooftop solar (RTS) process, which the national file triggers once you pick Maharashtra and MSEDCL with the correct consumer number.

Think of it as software speed for registration and utility speed for the meter. Installers often control the first; only MSEDCL and its meter agency queue control the second.

Typical MSEDCL steps (residential)

  1. Confirm domestic connection, roof rights and society NOC if the terrace is shared
  2. Register on pmsuryaghar.gov.in with Maharashtra, MSEDCL and your bill consumer number — walkthrough: how to apply
  3. Complete the application with empanelled vendor, ALMM-eligible modules and capacity aligned to sanctioned load — mistakes: application errors
  4. MSEDCL feasibility / RTS approval (often simplified for complete files within published residential bands — confirm live thresholds, commonly discussed up to ~10 kW)
  5. Install after approval; vendor uploads progress and pre/post photographs as required
  6. Net meter through MSEDCL's meter agency route (AMISP), inspection, commissioning
  7. Central CFA credited by DBT after accepted commissioning — status: subsidy status guide

Auto feasibility and what “complete” means

MSEDCL's RTS framework is frequently described in consumer forums and DISCOM circulars as granting deemed or automatic feasibility when the national portal application is complete and the proposed plant stays within rules for residential capacity, connection phase and sanctioned load. In practice that often means smaller domestic systems — commonly framed up to about 10 kW — move without a long manual study, while incomplete uploads, wrong DISCOM selection, or transformer/feeder constraints still push files into manual review.

Do not treat “auto” as permission to install before the portal shows approval. Vendors who start civil work early create audit problems that delay subsidy and net metering. Always confirm the current MSEDCL RTS notice and portal checklist at the time you apply; we summarise patterns here but do not publish official orders.

Net metering and AMISP

Grid-tied rooftop solar needs a bi-directional net meter. Your inverter installer does not hand you a utility-approved meter as part of a standard quote; MSEDCL schedules supply and installation through its approved meter framework, often referred to as AMISP, with published charges and appointment flows that vary by circle.

Until commissioning is recorded, generation may run but export settlement is not what you expect post-commissioning. That is why payment schedules should tie the final instalment to commissioning and working net metering, not merely “panels on the roof.” National explainer: net metering in India.

Mumbai exception: same state, different DISCOM

Maharashtra is unusual because Mumbai city and inner suburbs are not MSEDCL for most consumers. Adani Electricity, Tata Power and BEST each operate feasibility, vendor empanelment and net-meter steps under their own licences. Navi Mumbai, Thane district and much of the wider MMR often show MSEDCL on the bill even when the postal address says Mumbai.

The failure mode is selecting MSEDCL on the national portal because you live in Maharashtra while the bill shows Adani or Tata. Feasibility never matches the live connection, and weeks are lost fixing it. Read the logo and consumer number on the latest bill; when in doubt, ask the licensee's consumer desk before registering.

Reading your MSEDCL bill before you shortlist a vendor

Most sizing arguments should start on the bill, not on a roof photo.

Maharashtra's upper domestic slabs are steep, so two homes with the same roof can have very different paybacks depending on consumption band. If your twelve-month average sits below roughly 150–200 units a month, the honest answer is often to wait. Run numbers first: free home check.

MSEDCL-specific friction (not BESCOM, not Telangana)

Unlike Karnataka's SRTPV branding or Telangana's TGSPDCL split, Maharashtra's majority path is a single MSEDCL selection on the portal — but society NOC on Pune and Mumbai high-rises still dominates calendars. Shared terraces need AGM resolutions; bungalows in older Pune parts move faster on paperwork.

Coastal Konkan humidity and monsoon soiling affect yield accounting; inland Vidarbha and Marathwada see stronger dry-season sun. None of that replaces bill maths — it only adjusts generation expectations after you have justified capacity from units consumed.

Load enhancement when PV capacity exceeds sanctioned load is a recurring surprise: MSEDCL may open an enhancement workflow with charges due around commissioning. Central CFA does not pay that bill. Price context: 3 kW · 5 kW · 3 kW vs 5 kW.

Documents worth assembling early

  1. Latest MSEDCL bill showing consumer number, tariff and sanctioned load
  2. Proof of ownership or lawful roof rights; society NOC for shared terraces
  3. Identity and bank details seeded for DBT on the portal
  4. Vendor empanelment confirmation and ALMM module model numbers in writing

Collecting these before you sign shortens the gap between payment and commissioning — where most homeowner frustration actually lives.

What Sealix does and does not do

We are an independent advisory. We do not represent MSEDCL, we do not log into your portal account, and we do not install. What we do is read your bill with you and say plainly whether the numbers justify a rooftop plant — and if they do not, we say that too. Official scheme amounts, RTS circulars and meter charges always come from pmsuryaghar.gov.in and MSEDCL's published notices, which can change without notice.

Common questions

Does MSEDCL cover all of Maharashtra for PM Surya Ghar?

No. MSEDCL is the state distribution company for most of Maharashtra outside the Mumbai island and suburban licence areas served by Adani Electricity, Tata Power and BEST. Thane, Navi Mumbai and much of the wider metropolitan region often sit on MSEDCL even when the address says Mumbai. Read the company name and consumer number on your bill before selecting a DISCOM on pmsuryaghar.gov.in, because the wrong selection stalls feasibility.

What is auto or deemed feasibility for MSEDCL rooftop solar?

For many domestic applications that are complete on the national portal and stay within published capacity bands, MSEDCL's rooftop solar framework is often described as moving without a long manual study — commonly discussed up to about 10 kW when documents, sanctioned load rules and connection type match what the portal asks for. Wording and thresholds change; confirm live instructions on pmsuryaghar.gov.in and MSEDCL's RTS notices before you order panels. Incomplete applications or transformer constraints can still force manual review.

Who installs the net meter for MSEDCL rooftop solar?

The bi-directional net meter is a utility-side step, not something your installer supplies as a retail purchase. In Maharashtra, meter supply and installation for many rooftop solar connections are handled through the approved meter agency framework often referred to as AMISP, with scheduling and charges published by MSEDCL. Until the net meter is in and commissioning is recorded, export is not credited the way you expect after commissioning.

I live in Mumbai — should I select MSEDCL on the portal?

Only if your bill says MSEDCL. Large parts of Mumbai city and suburbs are served by Adani Electricity, Tata Power or BEST, each with its own feasibility desk and vendor lists even though central CFA is claimed through the same national portal. Picking MSEDCL because you live in Maharashtra but your bill shows Adani is a frequent cause of rejection. See the Mumbai multi-DISCOM guide for how to read the bill header.

What on my MSEDCL bill should I check before choosing system size?

Consumer number for portal registration, domestic tariff category, sanctioned load in kW or kVA, and twelve months of units consumed. Maharashtra's domestic tariff is slabbed, so savings depend on how much of your use sits in upper slabs, not only on sunshine. If applied PV capacity exceeds sanctioned load, a load-enhancement path with charges may follow — that cost is separate from central CFA.

Can Sealix process my MSEDCL application or approve feasibility?

No. Sealix is an independent advisory, not MSEDCL, not the national portal operator and not your installer. We help you read the bill and decide whether the economics justify a plant before you pay a vendor. Official feasibility, net metering and subsidy release always sit with MSEDCL and the schemes published on pmsuryaghar.gov.in.
