DISCOM guide · Delhi NCT
Delhi is a multi-DISCOM city like Mumbai: your CA number sits with BRPL, BYPL, TPDDL or in some pockets NDMC. PM Surya Ghar central CFA applies nationwide, and since September 2026 Delhi adds up to ₹78,000 of its own — with free 3 kW for homes using up to 400 units a month. Sealix is not your DISCOM.

Fast triage: average under 400 units a month last year? You may qualify for a free 3 kW plant through your DISCOM — don't pay a private vendor a booking amount for it. Above 400 units? A 3 kW plant costs roughly ₹19,000 after ₹78k central + ₹78k Delhi subsidy; check your bill's payback before choosing a vendor.
This guide is for domestic consumers in Delhi NCT whose electricity bill names BSES Rajdhani (BRPL), BSES Yamuna (BYPL), Tata Power DDL (TPDDL), or who receive supply under NDMC in Lutyens / New Delhi municipal areas. Metro context: Delhi · Noida (UP) · Gurugram (Haryana) — NCR neighbours use different utilities on the national portal.
If you are comparing multi-DISCOM metros elsewhere, see MSEDCL (Mumbai region) and BESCOM. Vendor selection: PM Surya Ghar empanelled vendor — how to choose.
Pin codes overlap; brokers guess wrong constantly. The national portal asks for your distribution company exactly as tied to your consumer account (CA) number. BRPL and BYPL are both BSES brands but are separate entities for registration. TPDDL consumers in Rohini, Pitampura and adjacent wards must select Tata Power DDL, not “BSES” because a relative in Saket uses Rajdhani.
Registration starts on pmsuryaghar.gov.in — overview: PM Surya Ghar guide. Your DISCOM still owns feasibility, net metering and inspection.
Under DERC's 2026 net-metering amendment, domestic rooftop connections up to 10 kW pay no feasibility fee and no registration charge, and after installation the DISCOM is to inspect, fit the net meter and grant connectivity within 10 days of your online submission.
The Delhi Cabinet approved the second amendment to the Delhi Solar Energy Policy 2023 on 1 September 2026, and it was notified in the gazette the same month. What a home gets now depends on its average monthly consumption in the previous financial year:
| Your home | 3 kW plant (~₹1.75 lakh tendered) | 2 kW plant |
|---|---|---|
| Up to 400 units / month | ₹78,000 central + ₹78,000 Delhi + ~₹19,000 state top-up = zero upfront | ₹60,000 central + ₹52,000 Delhi + ~₹18,000 top-up |
| Above 400 units / month | ₹78,000 central + ₹78,000 Delhi; you pay about ₹19,000 | Central + Delhi subsidy; you pay the balance |
| Up to 200 units / month | As above, and the existing 100% electricity subsidy continues after solar, plus an energy-saving incentive | |
Figures are from the Cabinet decision and press briefings (Hindustan Times, The Hindu, NDTV, 1–2 September 2026); the tendered cost decides the exact top-up. Confirm live enrolment on solar.delhi.gov.in and your DISCOM's notice. Documents: PM Surya Ghar documents required · status: subsidy status.
Above 400 units? Your bill is big enough that ~₹19,000 for 3 kW — or a larger plant — usually pays back fast. Run the numbers on your own bill first: free Delhi home check.
Delhi’s market sees aggressive pitches: zero upfront cost, “the government scheme” or “government will pay everything.” The real free route is the DISCOM-led ULA / trusteeship model above. Some offers map to real empanelment windows; others misread eligibility or omit DISCOM-specific caps. Before paying a booking amount, open solar.delhi.gov.in (and your DISCOM RTS page) and check whether your connection type, DISCOM and capacity band match the vendor’s story.
If the salesperson cannot show a live government URL that matches your CA number’s DISCOM, treat the discount as unverified marketing. Installer comparison: how to choose a solar installer.
DDA flats, cooperative group housing in Dwarka, and builder floors in East Delhi often spend more calendar time on RWA approvals than on BSES feasibility. Clarify structural liability, inverter room access, and whether export metering sits on a common connection. NDMC and municipal heritage zones add height and visibility constraints in central Delhi — plan site survey before ordering modules.
Run bill maths before vendor quotes: free home check. Sizing: 3 kW · 5 kW · net metering in India.
We are an independent advisory. We do not represent BRPL, BYPL, TPDDL or NDMC, we do not log into your portal account, and we do not install. Official CFA, Delhi scheme text and DISCOM circulars come from pmsuryaghar.gov.in, solar.delhi.gov.in and your DISCOM’s published notices.
Open your latest electricity bill or the BSES / Tata Power app tied to your CA number. BRPL (BSES Rajdhani) and BYPL (BSES Yamuna) serve different parts of Delhi; Tata Power Delhi Distribution (TPDDL) serves north and north-west pockets. NDMC areas follow separate municipal supply rules. Select the exact DISCOM name shown on the bill when registering on PM Surya Ghar — do not guess from your pin code alone.
Yes. Under the second amendment to the Delhi Solar Energy Policy 2023 (approved by the Delhi Cabinet on 1 September 2026 and notified in September 2026), Delhi adds a state capital subsidy of up to ₹78,000 for a 3 kW home system on top of the ₹78,000 central CFA. Homes averaging up to 400 units a month in the previous financial year can get up to 3 kW at zero upfront cost through the DISCOM-led route, with the state also covering the gap to the tendered cost (about ₹19,000 on a ₹1.75 lakh 3 kW plant). Homes above 400 units get both subsidies but pay the balance. The generation-based incentive (GBI) is discontinued for new residential installations; existing GBI beneficiaries continue. Confirm your eligibility on solar.delhi.gov.in and with your DISCOM before you sign. Table: Delhi 2026 subsidy.
Only if it matches the official route. Delhi's free 3 kW is delivered through the DISCOM Trusteeship and Utility-Led Aggregation (ULA) models, where your DISCOM or a designated agency aggregates homes and selects vendors, and it applies only to homes averaging up to 400 units a month that have not already taken a PM Surya Ghar or Delhi solar subsidy and whose roof is technically suitable. Under that route the Power Department keeps ownership for the first five years while O&M is handled. A private vendor asking for a booking amount for a 'free' plant is not the scheme — check solar.delhi.gov.in and your DISCOM's notice against your CA number first.
Yes, when the terrace is common property or structural load is shared. RWAs in South Delhi, Dwarka and high-rise corridors often control roof access even if your flat pays the BSES bill. Secure written society NOC and clarify cable routing, water tank clearance and liability before the national portal application — DISCOM feasibility assumes you already have roof rights.
No. Sealix is an independent advisory — not BRPL, BYPL, TPDDL, NDMC, or your installer. We help you read the bill and decide whether the economics justify a plant before you pay a vendor. Official feasibility, net metering and subsidy release sit with your DISCOM and the schemes on pmsuryaghar.gov.in.
