DISCOM guide · Haryana
Searching “esolar DHBVN” or “SFA UHBVN”? Haryana is a two-DISCOM state: DHBVN south (Gurugram / Faridabad) uses sfa.dhbvn.org.in; UHBVN uses solarconnection.uhbvn.org.in. Central CFA still starts on pmsuryaghar.gov.in. Delhi “free solar” does not apply. Sealix is not either Nigam.

Fast triage: Portal short page: DHBVN e-solar / SFA · Live: sfa.dhbvn.org.in · UHBVN: solarconnection.uhbvn.org.in · Stages: what each stage means · Amounts: Haryana subsidy. SFA top-up only for income ≤ ₹3 lakh / load ≤ 2 kW / low units — rules. Everyone else: central CFA only.
This guide is for domestic consumers whose electricity bill shows UHBVN or DHBVN — Uttar / Dakshin Haryana Bijli Vitran Nigam — across Gurugram, Faridabad, Panchkula, Ambala, Karnal, Panipat, Rohtak, Hisar and district towns. State router: Haryana hub · metro depth: Gurugram.

NCR fringe homes often mix postal address, office location and metered connection. Only the licensee name on the bill decides which utility you select on pmsuryaghar.gov.in. Wrong UHBVN/DHBVN selection stalls OTP and feasibility — it is closer to a restart than a typo fix. Overview: PM Surya Ghar guide.
Registration, empanelled vendor selection, document upload and central CFA tracking start on the national portal with State Haryana and utility UHBVN or DHBVN exactly as printed. Each Nigam still owns technical feasibility, inspection, bidirectional meter commissioning and settlement under HERC rooftop regulations.
In practice that means a second track: DHBVN publishes a solar / net-metering application path (commonly referenced via the DHBVN SFA / solar portal), and UHBVN links a dedicated solar-connection portal from its online services. Installers who treat “national portal submitted” as “job done” often discover missing Nigam steps weeks later. Confirm live circulars, fees and portal URLs on UHBVN / DHBVN notices when you apply — amounts change.
| Portal | Address | Use it for |
|---|---|---|
| PM Surya Ghar (national) | pmsuryaghar.gov.in | Registration, vendor choice, central CFA (₹30,000 / ₹60,000 / ₹78,000) and its status |
| DHBVN e-solar / SFA | sfa.dhbvn.org.in | DHBVN net-metering connection, state SFA claim, tracking by e-form number (Gurugram, Faridabad, south Haryana) |
| UHBVN Solar Connection | solarconnection.uhbvn.org.in | UHBVN consumer and vendor login, solar connection application and tracking (Panchkula, Ambala, Karnal, Rohtak, Hisar, north and central Haryana) |
SFA is a Haryana state scheme for 1 lakh Antyodaya families across the state, so “SFA UHBVN” works on the same rules as DHBVN (eligibility). On fees: UHBVN sales circular U-09/2025 (14 July 2025) waives the processing fee, the meter installation and testing fee and the net-metering agreement for PM Surya Ghar connections. If a portal still asks you to pay these on a PM Surya Ghar file, ask the sub-division before paying.
DHBVN runs its solar net-metering connections on its own system; the public entry point is sfa.dhbvn.org.in (“Application for Solar Net Metering Connection”), where you log in, apply, pay charges and track by e-form number. DHBVN’s workflow moves a file through these queues, in order:
If a stage sits for weeks, the usual cause is an unanswered observation or a missing work-completion upload. Escalation steps: inspection pending too long. UHBVN homes use UHBVN’s own Solar Connection portal.
DHBVN’s SFA page states that Haryana adds state financial assistance on top of central CFA for 1 lakh Antyodaya families, first come first served:
Eligibility, all required: income as per Parivar Pehchan Patra (PPP); a domestic connection with sanctioned load up to 2 kW; and average consumption up to 200 units a month in FY 2023-24. A typical Gurugram AC household will not qualify — model payback on central CFA (₹30,000 for 1 kW, ₹60,000 for 2 kW, ₹78,000 for 3 kW+) and treat SFA as a bonus only if your PPP and bill both fit.
Vendor WhatsApp forwards often paste Delhi “zero upfront” or ULA wording onto Gurugram / Faridabad quotes. Those connections are DHBVN, not BRPL / BYPL / TPDDL. Model payback on central residential CFA first; Haryana SFA applies only if you meet the income, load and consumption tests. Verification habit: state top-up guide.
DHBVN has also publicised process ease-ups for PM Surya Ghar connections (for example allowing certain net-meter / load-enhancement charges on the first bill after commissioning). UHBVN sales circulars have addressed fee waivers under the same scheme. Treat every fee claim as time-bound: ask the vendor for the circular number and open the Nigam notice yourself. Load context: load enhancement.
Gurugram / Faridabad / Sonipat corridor — high AC-led bills, contested society roofs, winter haze. Economics usually work; calendar risk is RWA NOC and shade from towers. Start with Gurugram guide.
Karnal, Panipat, Ambala, Rohtak, Hisar and similar towns — clearer roofs, larger plots, often lower domestic bills. Arithmetic first: a large clear terrace is not a reason to install. Run twelve months of amount payable before sizing.
Demand a savings model on your bill, not a “Haryana average” slide: free home check. Price bands: 2 kW · 3 kW · 5 kW · 3 kW vs 5 kW · panels for 3 kW · battery price.
Documents checklist (national): PM Surya Ghar documents required. Net metering explainer: net metering in India.
We are an independent advisory. We do not represent UHBVN or DHBVN, we do not log into your portal account, and we do not install. Official CFA amounts, Nigam charges and RTS circulars always come from pmsuryaghar.gov.in and UHBVN / DHBVN / HERC published notices.
DHBVN (Dakshin Haryana Bijli Vitran Nigam) covers southern districts including Gurugram, Faridabad, Rewari and Mahendragarh. UHBVN (Uttar Haryana Bijli Vitran Nigam) covers northern and central districts including Panchkula, Ambala, Karnal, Panipat, Rohtak and Hisar. Read the licensee name on the bill you pay — not your office pin code or a neighbour's WhatsApp guess.
Wrong utility selection usually stalls OTP, feasibility and net-meter queues. The selected DISCOM owns technical feasibility and metering under HERC rules, so fixing a UHBVN/DHBVN mix-up is closer to a restart than a clerical edit. Match the bill header before you register.
No. Gurugram and Faridabad feel like Delhi NCR for commuting, but domestic connections run through DHBVN (or UHBVN elsewhere in Haryana), not BRPL/BYPL/TPDDL. Delhi portal offers and zero-upfront pitches do not transfer across the border. Follow Haryana DISCOM circulars and the national CFA path.
Central CFA registration and empanelled-vendor selection start on pmsuryaghar.gov.in with State Haryana and the correct utility. UHBVN and DHBVN also run their own solar / net-metering connection portals for feasibility, charges and commissioning steps. Treat national CFA and DISCOM RTS as linked tracks — portal submitted is not the same as net meter sealed.
It is DHBVN's own solar net-metering connection system (the public side is sfa.dhbvn.org.in), used for net-metering permission, state financial assistance (SFA) and tracking. Your file moves through stages such as completeness check, observations, site verification, approval for installation, net meter agreement, safety certificate and work completion report, meter and charges, synchronisation, project completion report and subsidy release. Central CFA registration still starts on pmsuryaghar.gov.in with DHBVN selected.
Yes. SFA is a Haryana state scheme for 1 lakh Antyodaya families across the state, not a DHBVN-only benefit, so UHBVN homes qualify on the same rules: family income up to ₹3 lakh per Parivar Pehchan Patra, domestic connection with sanctioned load up to 2 kW, and average use up to 200 units a month in FY 2023-24. UHBVN consumers use UHBVN's Solar Connection portal (solarconnection.uhbvn.org.in) for the DISCOM side, alongside pmsuryaghar.gov.in for central CFA. Ask the sub-division to confirm the SFA claim is recorded on your file.
Only for eligible lower-income families, per DHBVN's SFA page. Category I (family income up to ₹1.80 lakh per Parivar Pehchan Patra) gets up to ₹25,000 per kW or 40% of the billed amount per kW, whichever is lower, up to 2 kW. Category II (₹1.80–3.00 lakh) gets up to ₹10,000 per kW or 20%, up to 2 kW. The connection must be domestic with sanctioned load up to 2 kW and average use up to 200 units a month in FY 2023-24. It runs first come, first served for 1 lakh families. Other households get central CFA only.
No. Sealix is an independent advisory — not UHBVN, not DHBVN, not Haryana government, and not your installer. We help you read the bill and decide whether economics justify a plant before you pay a vendor. Official feasibility, net metering and subsidy release sit with your DISCOM and the schemes on pmsuryaghar.gov.in.
